Block Watch: As many of you may be aware, we have had a rise in issues at the Harmony community pool and in other areas of Harmony. A few issues we've seen recently include but are not limited to the following: heaters at the pool being turned all the way up; graffiti in the pool bathrooms, on electrical boxes, and on mailboxes; people sleeping at the pool; loud music and alcohol at the pool; and pool furniture stolen or thrown into the pool. In order to curb this behavior, limit expense to homeowners and create an overall better Community environment your personal involvement is needed.
All of the acts listed above not only cost the Community, but also take away amenities from use during repair. The expenses of the Association such as graffiti removal, pool furniture replacement and gas bills to heat the pool are paid with homeowner dues. When unbudgeted expenses resulting from vandalism and disregard for Community rules occurs, moneys allocated for other items such as plant replacement or heating the pool in the winter must be used to repair the vandalism. In addition, all of these unbudgeted expenses can cause an essential increase in assessment rates for everyone.
All acts of vandalism, public intoxication, disturbing the peace and so on need to be reported to the Phoenix Police immediately preferably as they are happening. The Phoenix Police non-emergency line is (602) 262-6151. Phoenix Silent Witness line is (602) 948-6377 and if you see graffiti in progress the police ask that you call 911 immediately. In many cases, not only are Association rules being broken but additionally the law is being broken and damage to private property. The Association can cite homeowners for breaking community rules once it's reported; however, it's only after the damage is done and the cost of repair is required. In addition, the police have much steeper penalties for acts of vandalism, public intoxication and disturbing the peace. Vandalism, such as what Harmony is experiencing, is typically caused by the same group of people. If one or two of them are caught by the police, the behavior is normally drastically curbed.
Block Watch is a simple program of neighbors watching out for each other. It is designed to enlist the active participation of citizens in cooperation with the police to reduce crime and improve the quality of life in their neighborhoods. Block Watch can drastically reduce Community vandalism and unwanted behavior when instituted by homeowners. Harmony has a special advantage having homes located so near to the pool which has become the central location for issues in the Community. If implemented, Block Watch could make a real impact in Harmony. To make Block Watch work to rid your Community of possible costly vandalism assessment increases and help create a safer and more pleasant Community we need homeowners to participate. The commitment for Block Watch is minimal and would begin with an orientation meeting lead by the Phoenix Police Department. As a part of the Block Watch, you could be responsible for helping yourself directly as well as the Community as a whole. If you are interested in being a part of the Harmony at Stetson Valley Block Watch please contact your Assistant Community Manager Julia Miller 602-288-2690 or email .
